Performance Marketing Agency Toronto: Shortlist for Ecommerce and Consumer Growth

Toronto performance marketing agencies for ecommerce and consumer brands: reviewed on channels, Shopify and CRO depth, cross-border know-how and pricing.

Performance Marketing Agency Toronto: Ecommerce Shortlist

Toronto has no shortage of agencies that run Google and Meta ads. Fewer can show they grew an ecommerce or consumer brand's revenue, and fewer again have adjusted for the end of duty-free US entry for low-value parcels from Canada.

If you want a good agency by your side, you’re reading the right article.

This shortlist compares agencies that serve ecommerce, DTC and CPG brands in the GTA on paid channels, published ecommerce results, store and CRO work, and commercial terms.

Ten of the eleven run a team in Toronto or the GTA. The exception sits at #1: 9AM, the publisher of this page, serves Toronto brands remotely from New York.

The selection section explains how every agency was checked, so let’s begin.

What a Performance Marketing Agency Does for Toronto Ecommerce and Consumer Brands

A performance marketing agency buys paid media against sales targets such as revenue, return on ad spend (ROAS) or customer acquisition cost (CAC), then tunes the landing pages and tracking that decide whether those targets hold.

Why should you hire such a performance agency instead of relying on your own team?

Online sales are still a modest share of Canadian retail, which raises the stakes on every paid dollar. Canadian retail e-commerce reached $5.73 billion in June 2026, or 7.7% of total retail sales.

Ontario led that month's retail gains, and sales in the Toronto census metropolitan area rose 3.9%. A Toronto brand chasing scale usually has to win share from Amazon.ca and national retailers at home, then sell into the US. A performance agency can help with that.

Ecommerce Performance Agencies vs. Shopify Build Agencies

Toronto agency lists tend to mix two kinds of firms. Shopify build agencies design, develop and migrate stores. Performance agencies run the ad accounts that send buyers to those stores. Several firms on this list do both, which helps when a landing page fix and a bid change need to ship in the same week.

Pro tip: Ask any agency for the split between developers and media buyers on your account.

Most Toronto DTC brands start with Meta and Google Shopping. CPG and marketplace-led brands also need Amazon.ca, Walmart and Instacart ads, which run on separate platforms with their own reporting.

9AM's CPG media buying team, for example, manages Amazon Ads, Walmart Connect and Instacart Ads next to paid social.

When you compare proposals, check which channels the agency runs in-house and which it subcontracts.

How These Toronto Ecommerce Agencies Were Selected

We reviewed 16 Toronto and GTA agencies that appear in local roundups, Clutch and Shopify's partner directory, then checked each one's own website and case studies in October 2026 against four criteria.

  • Ecommerce proof: at least one published case study for an online store, DTC or marketplace brand with a revenue, ROAS or conversion result.

  • GTA presence: a Toronto or GTA office named on the agency's own site.

  • Paid media depth: active management of paid search, paid social or marketplace ads.

9AM publishes this page and placed itself first. It has no Toronto office, so it does not meet the GTA presence check. However, it deserves to be included by the strength of its published ecommerce results and services.

Performance Marketing Agency Toronto Shortlist for Ecommerce Brands

Each profile leads with what sets the agency apart for an ecommerce or consumer brand, then the published result behind it and the brand it suits best.

1. 9AM

9AM, the publisher of this page, has no Toronto office. Its team works from New York, which shares Toronto's time zone and sits inside the US market many GTA brands want to grow into. Its ecommerce media buying practice sets Meta, Google Shopping and TikTok budgets against CAC, lifetime value and margin targets, and plans spend around inventory, restocks and launches.

  • EVRY Jewels grew from $6M to $100M+ in yearly revenue while holding 7x+ ROAS on more than $1M a month in media.

  • Creative testing, landing-page CRO and retention reporting sit with the media buyers, so offer tests and bid changes share one set of numbers.

  • Suits Toronto DTC and CPG brands scaling into the US that want acquisition judged on payback and are comfortable with a remote team.

2. Sequence Commerce

Sequence Commerce is a marketplace-first agency with a Toronto team that runs Amazon advertising alongside Walmart, Google, Meta and TikTok Shop. It holds Amazon Ads Advanced Partner status and manages DSP and Amazon Marketing Cloud audiences in-house, which matters for CPG, beauty and household brands that sell more on Amazon.ca than through their own store.

  • For Oakville-based Joe Boxer, Sequence cut ACoS by more than 50% in six months and grew total Amazon.ca sales 60% in the first year, at an average ROAS of 4.1.

  • Its in-house studio produces listing images, A+ content and Sponsored Brand video, so creative and bids are managed together.

  • Suits brands where Amazon.ca and Walmart drive most online revenue and DSP retargeting is the next step.

3. NAV43

NAV43 pairs paid search with conversion rate optimization, feeding results from product-page tests back into keyword and ad-copy changes each sprint. It also runs SEO and HubSpot work, so one team can own the path from search query to checkout.

  • For at-home testing brand imaware, NAV43 rebuilt Google Ads and moved to value-based bidding with a ROAS floor; monthly purchases rose 94%, revenue grew 83% and ROAS reached 3.28 while ad spend fell 6%.

  • Its travel client Polar Latitudes shows the same approach on high-ticket sales: 7.37x ROAS and $424K in six months.

  • A CRO program for Knotty Lumber Co. lifted revenue 172%.

  • Suits ecommerce brands whose Google Ads spend is large enough that small conversion-rate gains change the unit economics.

4. AdTribe

AdTribe is a DTC-focused paid social and search agency founded in 2017 that pairs media buying with landing pages and email and SMS. It reports $140M+ in client revenue on $52M+ in managed ad spend, and every account gets a dedicated strategist on a shared Slack channel plus a 30-day launch plan.

  • Bang Cookies had never run ads before. AdTribe scaled the account 300% at a ROAS above 3 and drove more than $800k in revenue as the brand expanded beyond New Jersey.

  • Campaigns can typically start within two weeks of first contact, according to the agency.

  • Suits food, beauty and lifestyle DTC brands that want to scale paid social across several platforms without a long commitment.

5. Consultus Digital

Consultus Digital, founded in Toronto in 2020, starts each engagement with a written Digital Growth Plan, then runs paid media, creative, CRO and CRM against it. Its ecommerce work leans on UGC-led creative for Meta and TikTok.

  • For trading card accessories brand Dragonscale Supplies, Consultus rebuilt the Shopify storefront along with Meta and Google campaigns. Sales rose 390% in three months, and the client reports scaling ad spend from $1,000 to almost $30,000 a month.

  • The same program took Dragonscale from Canada into Southeast Asia, and a separate paid rebuild across Meta, Google and TikTok for another online store lifted ROAS 757%.

  • Suits early-stage Shopify brands that want strategy, creative, ads and store changes handled by one team.

6. Pro Marketer

Pro Marketer is a small agency that works mainly with ecommerce brands, combining Shopify development, media buying, CRO and Klaviyo email and SMS. Its Growth Trust Model splits clients into smaller brands that need a roadmap and mid-sized brands ready to scale.

  • For Express Heat Therapy, which sold about $1K a month online, Pro Marketer rebuilt the site, restructured Meta, TikTok and Google ads and added Klaviyo automation, UGC content and fulfilment fixes, reaching $148,296 in revenue at a 3.45x ROAS.

  • It also runs Amazon and TikTok Shop programs for supplement, pet, skincare and apparel brands.

  • Suits small Toronto DTC brands that need the store and the growth engine built together.

7. Ten Thousand Foot View

Ten Thousand Foot View is a Toronto PPC specialist and Google Premier Partner that assigns ecommerce accounts to Shopping specialists. Setup covers Merchant Center feed creation, disapproved-product fixes and dynamic remarketing, and the team extends winning Google campaigns into Microsoft Shopping, where competition is usually thinner.

  • Online store Hewitt Technologies saw 204% more conversions, 72% more revenue and 9.5% lower cost per conversion after a Shopping and search rebuild. The engagement began in 2017, when the owner was still running those campaigns in-house.

  • Monthly reports include an executive summary and next-month action plan, and uptime monitoring pauses campaigns if the store goes down.

  • Suits stores with large catalogues where feed quality and Shopping structure drive most paid revenue.

8. Bevy Commerce

Bevy Commerce is a Shopify Premier Partner founded in 2016 as Aiva Labs, with more than 80 engineers and a paid media team led by a head of performance marketing. That depth suits brands whose growth problem sits partly inside the store: multi-currency pricing, inventory by market or subscriptions.

  • For fertility brand Bird & Be, Bevy fixed region-specific inventory and currency logic and built a quiz and bundle builder. The store reached $7.26M in Shopify sales from January to September 2024, with a 73% returning customer rate.

  • Its published case studies focus on store engineering more than ad results, so ask for paid media examples.

  • Suits Shopify Plus brands selling across several countries that want store engineering and paid media from one partner.

9. mnbStudios

mnbStudios is a subscription agency for DTC brands doing $500K to $20M in revenue, run by founder Chris Taouss. AI tools handle execution across paid media, Klaviyo lifecycle, content and analytics, and every ad and email goes through a client approval queue before it goes live.

  • Its published proof comes from five DTC apparel brands the team built and operated itself, which reached $1.2M+ in combined retail sales with a 51% open rate on a VIP email flow.

  • Those are owned brands, so ask for client results before you sign.

  • Suits smaller Shopify brands that want paid and lifecycle marketing on a contract they can cancel with 30 days' notice.

10. Northern

Northern, the trading name of Northern Commerce, is an enterprise digital consultancy that combines paid media, performance creative and email with ecommerce development and analytics. It is an Adobe Gold Solution Partner, which suits retailers on Adobe Commerce and Experience Manager.

  • For Rexall's BeWell app, Northern reported a 69% increase in installs, a 256% increase in total conversions and a 19% lower cost per conversion.

  • It also ran a Shopify and Klaviyo go-to-market for Protein Candy, and the ecommerce director at children's retailer West Coast Kids credits Northern's ad strategy with growing the brand's online reach.

  • Suits established Canadian retailers that need paid media tied to larger data and platform projects.

11. Kinex Media

Kinex Media has built ecommerce sites for Canadian brands since 2008 on Shopify Plus and Adobe Commerce, then adds PPC, social ads and SEO after launch. Its strength is conversion-focused store work, so it fits brands whose ads already perform but whose site loses buyers.

  • After a Shopify Plus rebuild for Zebra Pen, conversion rates rose nearly 30% within three months and email-driven revenue grew 15%. Largest Contentful Paint dropped from 4.5 seconds to under 2.5 seconds, and several product pages reached Google's top three results.

  • Its case library includes Staples, Home Hardware and Catelli.

  • Suits mid-size retailers planning a replatform who want the new store and its paid traffic handled by one team.

Cross Border Shipping and US Ad Spend: What a Toronto Agency Should Plan For

Every parcel a Toronto brand ships to a US customer is now dutiable, so an agency scaling US ad spend has to build duties into its targets.

The US suspended duty-free de minimis entry for all countries, Canada included, on August 29, 2025. Until then, shipments worth up to US$800 could enter duty-free.

The suspension outlasted the Supreme Court's February 2026 ruling against IEEPA tariffs. A new executive order continued it, US Customs and Border Protection made it indefinite on June 24, 2026, and the statute is set to be repealed on July 1, 2027.

Timeline of the US de minimis suspension for Canadian parcels, August 2025 to July 2027.

Every parcel a Toronto brand ships to US customers has been dutiable since the August 2025 suspension.

Duties After the End of the US De Minimis Exemption

Ask agencies how they set US CPA or ROAS targets. A target built on Canadian margins will overspend once duties, brokerage fees and longer delivery times cut US contribution margin.

Agree on landed cost per SKU before US campaigns scale, and decide whether duties are paid at checkout or collected on delivery, since surprise charges at the door raise refused deliveries and returns.

Shopify Markets and Separate CAD and USD Campaigns

Most Toronto Shopify brands sell into the US through Shopify Markets or a separate US storefront. Either way, run Canadian and US campaigns with separate budgets, product feeds priced in the right currency, and US-specific shipping and returns promises in the ad copy.

Reporting Canadian and US Customers Separately

A blended ROAS can hide the market that loses money. Ask for revenue, CAC and payback split by country, with US cohorts measured after duties and returns.

Modelling the CAC payback period by market shows how long US customers take to earn back their acquisition cost compared with Canadian ones.

PPC Management Pricing at Toronto Ecommerce Agencies, in CAD

Toronto agencies price PPC management as hourly consulting, a monthly retainer or a percentage of ad spend. Clutch's Toronto market data puts retainers at $2,500 to $10,000+ CAD a month, hourly consulting at $100 to $175 CAD, and percentage fees at 10% to 20% of the media budget.

Those fees sit on top of a large line item: paid media takes 30.6% of marketing budgets, according to Gartner's 2025 CMO Spend Survey.

Retainers, Percentage of Ad Spend and Minimum Budgets

Clutch notes that percentage-of-spend pricing usually applies to accounts spending more than $25,000 a month. Below that level, a flat retainer keeps fees steady while you test channels, and hourly consulting suits one-off audits.

Check whether a retainer quote includes creative production, feed management and landing pages, since many Toronto agencies bill those separately.

Chart comparing Toronto PPC retainer fees with 10% to 20% of ad spend, in CAD.

Based on Clutch’s Toronto ranges, a 10% to 20% fee only passes the top retainer band once ad spend nears $50,000 a month.

Fee Structures Tied to Contribution Margin

Revenue-share and performance fees should be measured on contribution margin after duties, shipping and returns, with a fixed baseline and one attribution source agreed in writing.

Without that, an agency can be paid for sales that a discount or organic demand would have produced anyway.

CASL and Quebec Law 25: Rules That Shape Email, SMS and Retargeting

Canada's Anti-Spam Legislation (CASL) governs every commercial email and text a Toronto brand sends, and Quebec's Law 25 governs tracking for every visitor from Quebec. Both change how an agency builds lifecycle flows and retargeting audiences.

Penalties are steep.

CASL allows administrative penalties of up to $10 million per violation for an organization. Law 25 allows penal fines of up to $25 million or 4% of worldwide turnover, whichever is higher.

Sign-up forms need an opt-in that the subscriber actively ticks, the sender's identity, and an unsubscribe link in every message. Consent implied by a purchase expires after two years, so post-purchase flows need a step that turns buyers into express subscribers.

Section 8.1 of Law 25 requires technology that identifies, locates or profiles a person to be off by default until the visitor turns it on.

For a national brand, Meta and Google tags for Quebec visitors need a consent banner that starts switched off, which shrinks retargeting pools and conversion data from that province.

Ask who sets up and maintains the consent platform, whether server-side tracking only fires for consenting visitors, how CASL consent is recorded in Klaviyo or another email platform, and how the agency reports conversions lost to declined consent in Quebec.

Which Toronto Performance Marketing Agency Fits Your Next Growth Stage?

Pick the agency whose best published result looks like the stage you are about to enter. A brand moving from Shopify into Amazon.ca, or from Canadian customers into US ones, needs a partner that has already made that move with someone else's money on the line.

Before you sign, ask each finalist how they would run your account in the first 90 days with your margins, your catalogue and your target market, and notice how specific the answer gets. Then agree on the one number that decides whether you renew.

If you want that plan built around CAC payback for both Canadian and US customers, book a strategy call with 9AM.

FAQ

These answers cover the questions Toronto ecommerce and consumer brand teams usually raise once they have narrowed their agency shortlist.

Does a Toronto ecommerce brand need a local agency?

A GTA team helps with in-person planning, product shoots and retailer meetings. A remote team in the Eastern time zone works when its channel depth, US market experience or measurement fits better. Ten of the eleven agencies on this list have a GTA office.

How long before paid media shows results for an ecommerce brand?

Sequence Commerce says most Amazon accounts improve ACoS and ROAS within 30 to 60 days, and AdTribe says it can usually launch campaigns within two weeks. Expect two to three months before CAC and payback are stable enough to scale budgets.

Which agencies on this list run Amazon and retail media ads?

Sequence Commerce is the marketplace specialist, with Amazon DSP, Walmart, Instacart and TikTok Shop. 9AM's CPG team covers the same three retail media platforms, and Consultus Digital and Pro Marketer run Amazon ads for smaller brands.
